How to overcome Elite Four Hassel in Scarlet and Violet Pokémon

The last member of Elite Four that is standing between you and the champion of the Pokémon League is none other than the dragon-type teacher, Hassle. Unlike his fellow members of Elite Four, Hassle will not fall so easily with his powerful Navy of Dragon Pokémon. Hassle has five Pokémon, four of which are level 60, while his latest Pokémon as is level 61. Hassle will begin the battle with his first Pokémon, Govern.

Hassle will begin the battle with his dragon and flying Pokemon, Govern. Dragon Pokémon in general are extremely weak to ice-type movements, fairy and dragon, and Govern is no exception.
